Specifies a function to be called when a property changes value.

atkObjectConnectPropertyChangeHandler(object, handler)

`object`	[`AtkObject`] an `AtkObject`
`handler`	[AtkPropertyChangeHandler] a function to be called when a property changes its value

[numeric] a numeric which is the handler id used in atkObjectRemovePropertyChangeHandler
