gFileMonitorSetRateLimit

Sets the rate limit to which the monitor will report consecutive change events to the same file.

gFileMonitorSetRateLimit(object, limit.msecs)

`object`	a `GFileMonitor`.
`limit.msecs`	a integer with the limit in milliseconds to poll for changes.
