Determines if any of the targets in targets can be used to provide rich text.

gtkTargetsIncludeRichText(targets, buffer)

`targets`	a list of `GdkAtom`s
`buffer`	a `GtkTextBuffer`

[logical] TRUE if targets include a suitable target for rich text, otherwise FALSE.
