gtkTextBufferApplyTagByName

Calls gtkTextTagTableLookup on the buffer's tag table to get a GtkTextTag, then calls gtkTextBufferApplyTag.

gtkTextBufferApplyTagByName(object, name, start, end)

`object`	a `GtkTextBuffer`
`name`	name of a named `GtkTextTag`
`start`	one bound of range to be tagged
`end`	other bound of range to be tagged
