Handle init.eps or init2.eps argument of GLMM_MCMC function

This is a help function for GLMM_MCMC function.

THIS FUNCTION IS NOT TO BE CALLED BY ORDINARY USERS.

GLMM_MCMCinit.eps(init.eps, prior.eps, Rc, isigma, number="")

`init.eps`	see argument `init.eps` or `init2.eps` of `GLMM_MCMC` function
`prior.eps`	see argument `prior.eps` of `GLMM_MCMC` function
`Rc`	see output element `Rc` of `GLMM_MCMCdata` function
`isigma`	a numeric vector of length `Rc` with initial values of residual standard deviations.
`number`	label of the initial values (used only in error messages)
